What do you think of these breeders?

I p little building on the side of the highway all the time that sells small breed puppies, such as yorkshire terriers, miniature poodles, shih tzus, and crosses of these breeds. The puppies are kept in small pens with paper shavings as bedding and have food and water. All the pens are clean and all the puppies appear to be healthy. If you purchase a puppy, they'll send some food and preventative medicine along with the puppy. However, I'm kind of wary of this place because of the shear number of puppies being sold and the fact that the breeders just drop off the puppies to be sold by someone else rather than selling the puppies themselves. What do you think?
