Polio is reappearing, does it shows failure of Pulse Polio Program.?

The war against polio was started in 1995 an gave very good results, between 1996 and 1999 it was a peoples movement, support from UN agencies, Rotary and corporates all participated, the aim was to kick polio out of the world. Has India defeated this attempt,may be due to wrong strategy or excessive funding.
