My dog had an improper urethrostomy and now he pees on his leg. Is there corrective surgery for this?

A later vet informed me that he could try to correct the size of the hole but was unsure of the likelihood of success and I wanted to know if there were any vets who could actually guarantee results or people with the same problem who were able to fix this issue in their dog. I am willing to pay almost anyone if i can be ured of success. The pee smell pervades my home, my car, my friends' cars etc.
